Spain Aims to Revolutionize Public Housing with Ambitious New Plans

December 21, 2024 | In Comunitat Valenciana / Housing

In a significant move to address the housing crisis, the Spanish government, led by President Pedro Sánchez, has outlined a comprehensive strategy to establish public housing as a constitutional right. This initiative, discussed during the 27th Conference of Presidents held on December 13, 2024, marks a pivotal moment in Spain's housing policy.

Commitment to Public Housing

President Sánchez emphasized the government's commitment to achieving a permanent and irreversible public housing stock, aiming to bring Spain in line with the most developed European countries in this sector. The goal is to increase public housing to 20% of the total housing stock, a move that would significantly impact the country's housing landscape.

Reforming Land Law and Housing Policies

Minister for Territorial Policy and Democratic Memory, Ángel Víctor Torres, highlighted the need to reform the Land Law to provide greater legal certainty for local councils. This reform would enable councils to modify their urban plans more efficiently, accelerating the construction of affordable housing and adapting regulations to address climate change. Torres also urged autonomous communities and cities to implement the existing Housing Law, which has shown effectiveness in regions where it has been applied.

Financial Support for Autonomous Communities

The government has pledged to increase financial resources for autonomous communities and cities. Over the past six years, these communities have received an additional 300 billion euros, representing an average increase of 47.4% in funding. The proposal includes holding the Fiscal and Financial Policy Council at the beginning of 2025 to discuss the state assuming part of the debt of the autonomous communities and cities, further bolstering their economic capabilities.

Innovative Housing Projects

In line with these policy changes, innovative housing projects are already making waves in Spain. The Modulus Matrix: 85 Social Housing complex in Cornellà, designed by Peris + Toral Arquitectes, has been awarded the 2024 RIBA International Prize. This six-story, timber-framed building, completed in 2021, is Spain's largest timber-framed project and sets a new standard for social housing. The design, inspired by Japanese architecture, features a modular system with equal-sized rooms, central kitchens, and a communal courtyard, fostering social interaction and community building. This project, developed in collaboration with the Metropolitan Institute of Land Development and Property Management (IMPSOL), exemplifies the kind of innovative and sustainable housing solutions the government aims to promote.

Addressing Migration and Healthcare

In addition to housing, the government is also focusing on migration and healthcare. President Sánchez has expressed his intention to reform Article 35 of the Law on Foreigners to better address the situation of unaccompanied minors and other regional migration challenges. In healthcare, the government plans to allocate extraordinary resources in 2025 for the adoption of new healthcare solutions based on Artificial Intelligence and to increase public university places for healthcare professionals, aiming to improve patient care and optimize healthcare workers' time.

Solidarity with Affected Communities

The government has also shown solidarity with communities affected by natural disasters, such as the DANA (Derecho Aislado de Núcleos Altos), and proposed the reprogramming of European funds to support these areas, particularly the Valencian Community.

Future Collaborations

The next Conference of Presidents will be held in Barcelona, as announced by Minister Torres, reflecting the ongoing commitment to multilateral collaboration between the state and autonomous communities.

As Spain embarks on this ambitious journey to transform its housing sector, expats and residents alike can expect significant changes aimed at improving living conditions, sustainability, and community integration. The combination of policy reforms, financial support, and innovative architectural solutions positions Spain to become a leader in public housing in Europe.
